Go to the Wasteland, hunt Tyrant and Elder Tyrant, until you have Tyrant's Talons Tyrant's Talons  -- 10 pcs.. Map

Talk to Prefect Vokian in the Orc Guild of the Town of Giran. Map

Talk to Gandi Chief Chianta in Orc Guild in the Town of Dion. Map

Collect 5 Scepters:
Talk to Priest Manakia in the Orc Guild in the Town of Giran. Map

Talk to Breka Chief Voltar in Breka's Stronghold, 2 monsters will appear: Pashika the Son Of Voltar and Vultus the Son Of Voltar. Destroy them. Talk to Breka Chief Voltar once again. Map

Talk to Enku Chief Kepra near Hive Fortress, 3 quest mobs Enku Orc Prefect will appear, defeat them. Talk to Enku Chief Kepra once again. Map

Talk to Prefect Kasman in Orc Guild in Gludin Village. Map
Talk to Tunath Chief Harak nor far from the Forgotten Temple. Map
Talk to Turek Chief Burai in Orc Barracks, 2 quest mobs will appear: Makum Bugbear Thug, kill them. Talk to Turek Chief Burai once again. Map
Talk to Vuku Chief Driko near the Town of Gludio. Map

Talk to Priest Tanapi in the Orc Village. Map
